What's Changing:

1. Bigger, Better Stores

Government vends will expand from 300 sq ft to 500–1,000 sq ft

Modern retail spaces are coming to malls and shopping complexes

Cleaner, organized, and less crowded outlets

2. Premium Brands Everywhere

Premium and imported liquor will be stocked across all vends, not just 98 select locations

Fixed profit margins will increase, encouraging retailers to stock high-end brands instead of cheap varieties

3. Exclusive Beer Bars

The government will allow dedicated beer bars across the city

New venue type specifically for beer enthusiasts

4. Strict Location Rules

Liquor shops will be relocated away from residential areas, schools, and religious sites

Only located in commercial zones and industrial areas

5. No Private Players

Government remains the sole operator—private retailers won't return

Four corporations (DSIIDC, DTTDC, DSCSC, DCCWS) will continue managing outlets

Timeline:

Next 1–2 weeks: Final committee meeting and approval

After that, the Finance and Planning departments review

Then: Cabinet approval + Lieutenant Governor's sign-off

Finally: Public consultation before implementation

Implementation date: Expected for the 2026–27 financial year (after March 31, 2026)
